Mickey: USB3 PCI HUB not wotking on USB2 PC PLUS 7850 not working

I just put a PCI USB3 on my PC I plugged a Samsung T5 in there the blue light is on but nothing shows in the Hard discs section on my computer First off I tried a Satta power cable to Molex extension cable to Satta power cable on the PSU. I thought the extension cable was the problem but it was not. First of I tried the graphics I got off eBay the PSU worked fine but the monitor was saying there was no connection.
