Mickey: Rocket Lake Engineering Sample degradation

In the year of 2021 I bought a QVYE CPU which is an engineering sample of i9-11900/i7-11700.

Has limited clocks (up to 4100 MHz all-core turbo VS 4400 MHz in i7-11700) and RAM speed (you cannot go for anything more than 3200 MHz regardless of the MB used).

The problem is its degradation after two counts of short circuit accidents. It now has no ability to run at its stock speeds and I'm forced to downclock it to 3800 MHz (all-core) and 3900 MHz (single-core), otherwise it cannot even boot...
