Mickey: PC shuts off after turning on

    I have re-seated the GPU, CPU and RAM. I have been able to briefly see BIOS before it shut off twice.
    It shuts after ~20 seconds

    specs:
    - NVIDIA 4070
    -i7 13700k
    - Asus prime z790-p WI-FI
    - Seasonic AK500 deepcool CPU cooler
