Mickey: Pc has mobo lights and does not turn on but it sometimes does

for a while now my pc has been doing this thing where it will not turn on in the morning but the mobo and gpu lights are on, if I leave it for an hour it will normally turn on but the most recent time It has done it I haven’t been able to get in on in 2 days.
Things I have tried:
Take out gpu and try to boot.
Try a known working psu .
Took out ram.
New CMOs battery and reset.

i was thinking now could it be mobo or cpu
