Mickey: only 8gb ram of 16gb usable half of the ram is hardware reserved even after formatting

i replaced ram with other slots
resetted cmos
tried msconfig ram uncheck thing
sfc scannow and dism
changing ram voltage and cpu clock
tried formatting

Amd fx 6330 4.20 ghz
nvidia gtx 1050 ti
motherboard asrock 760 gm hdv

is this problem fixable?
