Mickey: One of the cpu's thread utilization (c0%) was very low while playing valorant

recently i noticed that one of my thread was running very slow while the others was running normally while running valorant. In this case im using this setting on fivr : core -140,6 cache 140,6 and both iccmax on the highest value. i've tried to increase the offset value to -125 mV on core and cache, but it still remain the same.


this condition will only reset after i restarted my laptop.
