Mickey: Never hitting intel max turbo boost freq even when below temps.

Currently i7-10850H mobile processor on Lenovo P1 Gen3.
Partially unlocked multiplier but disabled by Lenovo, probably because of terrible thermals (returning for P15 swap).

With core parking enabled and disabled and SST set to 0 or 1 the CPU maxes out at 4.4ghz and either stays there or reduces frequency under load, especially Cinebench or TS bench. Even if at idle, on a cooling pad, turbo disabled 35 deg C, I'll switch TS profile to max and hit a single thread test and nothing....
