Hi I am new to this forum and by no means technically knowledgeable regarding laptops. My issue is is I have a HP Laptop which suddenly started running slow "Curry's" spotted the Clock Speed is fixed at 0.39Ghz yet all tests showed the CPU is good and all drivers etc were checked bios reset and all updates installed finally a full wipe and windows reinstalled but still the clock speed is fixed at 0.39Ghz.
