Mickey: How to Fix Belkin F1DA108T (and 104) losing Console Brightness. Capacitors?

Problem is the KVM Console is much blacker than direct connection to PC.
Both Belkins are doing this - the 4 and 8 port.
This is VGA video.
Everything else works properly.
The 8 port is much worse than the 4 port.
Is it possible it could be the AC adapter? 8 port possibly pulling down voltage more than 4 port ???
I would swap the KVM cable, but the dimming is different on the 2 KVMs so it can't be the cable.

Thinking more:

Since VGA uses Luma and Chroma, I'm suspecting an issue with Luma...
