3900X, ROG Strix B550-F, latest BIOS & AMD Chipset drivers, Windows 10 20H2 on Ryzen Balanced power plan. NH-D15 for cooling. PBO set to Disabled in BIOS. My CPU is boosting to 4.6 on one or two cores for a brief period, and rarely reaching 4.4 on a few more cores. Most cores stick at 4316 or lower. During GTA 5 all cores stick at 4275 MHz.
