Mickey: gtx970 fans not spinning on their own and no control in afterburner.

I play old games on this pc. about 2 months back I noticed the game really locking up. opened afterburner and see the temps were up. so thought it was dust. took it apart. new paste and pads. sprayed the card down with deoxit gold from caig too.

reconnected, same thing. slowing down and hanging and temps up. look from under and see the fans arent spinning. spun them manually. middle isnt starting up, the other 2 are. afterburner has no effect on fan speed.
