Mickey: Games not smooth, eventhough high fps (144 cap) and stable frametimes

Hello guys, i've been loosing my mind over this problem, i recently build a new pc (specs at bottom of post) and everything seemed fine so far.
Until something around 2 weeks ago, the problem first occured in hunt showdown, where eventhough the fps were stable at 144 fps the games was stuttering and also visually looking like the fps were sometimes at 30. After a long time i found out that for some reason only enabling vsync helped with this problem causing input lag. Freesync for example...
