Mickey: CSGO stuttering every 5 seconds mystery (ex. 5800x3d stutter topic)

Hello,

Trying to find any help I can find in defeating the stupid stutter after upgrading to a 5800x3d.
Stutters happen in CS GO and PUBG, every 5-10 seconds and look like assets loading. Stutters can be seen as frametime spikes in afterburner.
I do not see stutters that often in Warzone or Cyberpunk, but still, happen once in 20 mins maybe.
Before upgrade, my 5800x ran fine.
I have tried so far:

1. Reinstall Windows 10 and 11
2. Disable all services no related to Windows...
