Mickey: cheapest laptop that can run: blender/houdini/rhino/mari/zbrush/altium?

at first I thought buying a 1200€ laptop

but then I relized that I might spend less, all of those programs are mostly cpu based, gpu intensive applications such as rendering are rare and are gonna suck anyway, so I gonna use google colab or sheepit
the only heavy one is houdini, but it's still mostly cpu baded so...

then what's the cheapest thing (with a decent display) that runs those programs and can be found in europe?
