Mickey: Can someone explain to me why a 13600k gets more fps in games than my ryzen 5600,...

specs under my name. I got more fps in the same games with my 13600k, and gpu utilization was at 99% in these games, and cpu usage was not even past 70% for most of the games. Yet, the 13600k gave me more fps. yet people keep saying the reason reviewers use a 4090 in reviews to measure fps, is because if you don't hit the cpu utilization to max, then it won't matter anyway. my experience was not this though... so I am just curious, what am I missing?
