Mickey: 2 PSU's to power 4090: secondary PSU is powering motherboard from videocard

I had the most bizarre issue, the secondary PSU (a seasonic Focus-GM850 only connected to the 4090 through two of the PCIe 8-pin to 16-pin 12VHPWR adapter connectors) was powering the fans in the system so it looked like the system was live but it was dead. I then figured out I have to turn on the primary PSU first (an old Rosewill Capstone 750 Watt 80 Plus Gold) then the secondary PSU and all was well.
