Mickey: 14700kf running under base speed on TUF gaming b760m plus wifi

Hey people,
I only just set up my PC yesterday and I noticed something rather bizarre about the speed of my frequency. It is always performing under 3k mhz (around 2.7k mhz max) which is well below the base speed of this CPU chip.

I'm suspecting it might be due to an outdated bios version as my current ver is on 0812? Or is it because I didn't put on the thermal paste onto the CPU as the cooler head has already got some on it in a circle?
